Regional Greenhouse Gas Initiative

It is the first regional agreement to cap greenhouse gases in the United States, and has the potential for significant impact. The Northeast (10 RGGI states) is the 7th largest global warming polluter in the world. RGGI is designed to drive technological innovation and spur investment in lower emissions fossil fuel technologies and renewable energy sources.

 

The participating states— Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont—signed a Memorandum of Understanding, and later developed a Model Rule, which they are using as a foundation for proceeding with their individual rulemakings or legislation. Each state has until December 31, 2008 to write its implementing regulations or laws.
