Regional Energy Reform
Many of the most effective reforms to the Northeast’s energy system can be made at the state or provincial levels, but there are also opportunities to increase reliability and affordability and reduce greenhouse gas impacts at the regional level. In addition to the RGGI cap and trade program, a recent rulemaking in the regional energy market, ISO-New England and ongoing processes involving regional and cross-border energy planning are important opportunities to institute sustainable energy policies.
Background
ENE is participating in working groups and conducting research to help the region assess options as energy planning processes unfold in the Northeast.
As members of an official working group in the FCM process, ENE contributed to proposals and policy analyses on various elements and details of the market rule that applied to conservation, efficiency and consumer benefits. ENE also worked behind the scenes, meeting with state and regional stakeholders throughout New England to advocate for the fair treatment of demand side resources in the FCM.
ENE is participating in working groups and conducting research to help the region assess options as energy planning processes unfold in the Northeast. ENE was actively involved in recent ISO New England Scenario Analysis, providing comment and assumptions for this modeling assessment. We are also working with officials in Maine and Canada on how new plans for cross-border energy transmission could affect the states and provinces’ economies, energy policies and efforts to achieve emissions goals.
