ENE testimony in support of Maine's LD 2041: An Act to Enhance Maine's Energy Independence and Security, which established authority for the PUC to purchase cost-effective efficiency as a resource for standard offer customers and long-term contracting of energy efficiency . (Note: appliance standards were proposed but not passed as part of the final bill.)
