The American Clean Energy and Security Act of 2009, H.B. 2454 (“ACES”), was passed out of the Committee on Energy and Commerce in the House of Representatives on May 21, 2009. The bill, also known as Waxman-Markey after Rep. Waxman (Chairman, Energy & Commerce) and Rep. Markey (Chairman, Subcommittee on Energy & Environment), sets forth an ambitious and comprehensive reform of U.S. climate and energy policy.
